Regarding COVID-19, when leaders impose rules and regulations which are not based in science or commonsense, then people will automatically feel frustrated and angry and be less likely to comply with ANY of the rules and regulations. For example, individuals walking, jogging, or sitting outdoors (e.g. in a park) are unlikely to be spreading disease. So why are parks and other outdoor areas shut down while restaurants, gyms, & other enclosed locations (where it has been scientifically established the virus spreads more easily) are open?
The supposed reasoning for banning people from outdoor spaces like parks is because people had not been following the guidelines (i.e. tents were set up, large gatherings, etc.)
This problem could have been solved by enforcing the regulations.
